It does not promote the Territory. It does not market the Territory. It observes what is already here and ensures that it is noted.
The Territory has character that exists independently of whether anyone is paying attention to it. The Department pays attention.
Operational Principles
The Department speaks plainly. It does not use exclamation marks. It does not describe things as amazing, incredible or unmissable.
It notes what it observes. It files what it notes. It makes no promises about what you will feel.
